Some ferries to the North Sea islands of Foehr and Amrum were delayed or canceled, German news agency dpa reported.Norwegian meteorologists said a strong low-pressure area over Great Britain combined with high pressure over northern Scandinavia was creating strong east-northeasterly winds, with ”very strong gusts" expected to hit southern Norway from the east.___Olsen reported from Copenhagen, Denmark.___This story corrects that the town of Koege is in southeastern, not southwestern, Denmark.。    트럭으로 상점 없는 마을 방문생필품·먹거리 판매해 큰 호응차 늘려 운행 간격 줄이기 과제                   지난 24일 오전 전남광주 곡성군 곡성읍 신기1구 마을회관 앞에 마련된 이동점빵에서 주민이 물건을 고른 뒤 농어촌 기본소득 카드로 결제하고 있다.지난 24일 오전 전남광주 곡성군 신기1구 마을회관 앞. ‘찾아가는 이동점빵’이라고 적힌 1t짜리 자동차가 멈춰 섰다. 차 뒤쪽에는 천막이 펼쳐지고 생필품과 과일, 유제품 등 200여개 품목이 진열됐다.“마트에 가기 불편하신 분들, 필요한 생필품이나 먹거리가 있으신 분들은 어서 나와 둘러보세요.”안내방송이 나오자 보행 보조기를 밀거나 지팡이를 짚은 주민 10여명이 모여들었다. 주민들은 진열대를 둘러보며 필요한 물건을 고르느라 바빴다. 계란 한 판을 고른 금순자씨(74)는 농어촌기본소득(기본소득)을 사용할 수 있는 파란색 ‘곡성심청상품권’ 카드를 내밀었다. 금씨는 “동네에 점빵 하나 없응께 쓸 데가 마땅치 않았는디, 이렇게 찾아오니까 좋제. 자주 좀 왔으면 좋겄어”라고 말했다.이동점빵은 상점이 부족한 마을을 찾아가 생필품과 먹거리를 판매하는 가게다. 한국자활복지개발원 공모사업으로 사업비 3000만원을 지원받았으며 곡성지역자활센터가 지난 6월11일부터 운영하고 있다. ‘점빵’은 가게로 쓰는 방을 뜻하는 점방을 소리나는 대로 쓴 것으로, 곡성군이 농촌에서 익숙한 표현을 사업명에 담았다. 주민들은 현금이나 일반 카드, 기본소득 등으로 필요한 물건을 살 수 있다.사업은 기본소득 사용처가 부족한 농촌 현실에서 출발했다. 곡성군은 농어촌기본소득 시범지역으로 선정돼 지난 3월부터 주민 1명당 매달 15만원을 지급하고 있다. 하지만 65세 이상 인구 비중이 40%를 넘는 초고령 지역인 데다 넓은 면적에 마을이 흩어져 있어 생활권 안에서 소비하기 어려운 구조다.군 주민 2만7000여명 가운데 8000여명만 읍에 살고, 나머지는 10개 면 지역에 흩어져 있다. 기본소득의 경우 읍 주민은 읍에서, 면 주민은 읍을 제외한 면 지역에서만 사용할 수 있다. 하지만 면 지역에는 이용할 만한 가게가 많지 않다. 규모가 큰 마트가 있는 곳도 2개 면뿐이다. 다른 면까지 차로 30~40분 이동해야 하는 경우도 있다. 신기 1구도 읍 중심지에서 5.5㎞가량 떨어져 있고 버스는 하루에 4번 다닌다. 1~2개월에 한 번꼴로 마을을 찾던 만물상도 올해 상반기 이후 발길이 끊겼다. 주민들이 이동점빵을 기다리는 이유다.이동점빵은 주말을 제외한 평일 오전·오후, 하루 2개 마을을 정해 찾아가며 주민들의 소비 불편을 덜고 있다. 계란·두부·우유·과일 등 신선식품도 판매한다. 도매업체에서 직접 물품을 공급받아 가격 부담도 낮췄다. 원하는 품목을 미리 주문하면 다음 방문 때 받을 수도 있다.곡성지역자활센터 참여자 3명이 운영을 맡고 있는데 물건 구입부터 진열·판매·결제까지 담당한다. 월 매출은 평균 600만원 안팎. 판매 수익은 운영비와 참여자 인건비로 이어지는 선순환 구조다.성과도 나타나고 있다. 곡성군은 기본소득 가맹점을 확대하는 한편 사용처가 부족한 마을을 대상으로 이동점빵을 운영하며 이용 편의를 높이면서 사용 방법을 알리고 있다. 곡성군 기본소득 사용률은 지난 4월 86%에서 올해 7월 90% 수준으로 상승했다.과제도 있다. 현재 차 1대로 마을을 돌다보니 같은 마을을 다시 방문하기까지 최소 일주일에서 보름 이상 걸린다. 곡성군과 자활센터는 판매 공간과 냉장 기능, 진열 공간을 갖춘 차량으로 개선하고 차량 추가 도입 등을 논의하고 있다.。
